Raw toilet solids are not compost. Finished compost is the result of managed aerobic decomposition: oxygen, moisture, carbon balance, microbial activity, heat, curing time, and verification.
The U.S. EPA defines composting as the managed, oxygen-requiring biological decomposition of organic materials by microorganisms. EPA states that stabilization through composting reduces pathogens, minimizes odors, and reduces attraction for vectors such as flies.

Under 40 CFR § 503.32, Class A pathogen status requires defined pathogen limits — fecal coliform density below 1,000 MPN per gram of total solids or Salmonella below three MPN per four grams — along with time-temperature treatment requirements.
